Provision of Leachate Tankering Services

EAST SUSSEX COUNTY COUNCIL (The Council) is seeking tenders from suitably qualified suppliers to provide Leachate Tankering Services. The County Council, as Waste Disposal Authority (WDA), must ensure that its old landfill sites, operated since 1974, do not pose a threat to the environment. Landfill gas and leachate are of primary concern. The WDA arranges for the disposal of between 28,000 and 45,000 m³ of leachate each year from five former landfill sites around the County. Leachate is the liquid that drains or 'leaches' from a landfill. It varies widely in composition depending on the age of the landfill and the type of waste that it contains. It usually contains both dissolved and suspended material. This material if left uncollected or not properly disposed can be harmful to the environment. Currently the County Council manages the leachate from five landfill sites across the county, by tankering it from these sites to Pebsham Landfill Transfer Station (approx. 36,000m³ per annum). This involves one lorry every day (5 loads of 20m³, 25,000m³/year) plus additional 1 or 2 lorries during the wettest period to a maximum of 15 loads per day during exceptionally wet conditions. These amounts vary and are generally driven by weather conditions. The handling and disposal of Leachate is regulated under the Pollution Prevention and Control Regulations and guidance issued by the Environment Agency. The Council in following these guidelines and regulations has a contract for tankering which ends on 20 August 2026. There is a need to continue this service, to ensure the Council as WDA meets its responsibilities for the handling and disposal of Leachate.

The Council wishes to invite tenders from suitably qualified operators under concessions contract for the supply of services in respect of kerbside glass recycling service that is collected by Newark and Sherwood District Council recycling teams and brought to a waste transfer station. The Council wish to appoint one Service Provider to manage the sale/disposal of the recycling products it collects. This will cover the sale of sorted recycling material into the reprocessing markets. A Service Provider is required to provide haulage of the glass from the transfer station to their reprocessing facility for recycling. The services are; the collection and recycling of mixed glass (EWC 20 01 02) from Newark and Sherwood District Council Lorry Park, Great North Road, Newark, Nottinghamshire (Waste Transfer Station EPR/LP3222SD). Through the purchase of the glass the Council wish to establish a mutually beneficial financial arrangement with a Service Provider that will maximise revenue (income) for the Council. The Council estimate an annual tonnage of approximately 2,200 tonnes of separately collected glass containers (kerbside collections, including commercial glass and bring bank collections). This figure is for guidance only and no minimum level of tonnage is guaranteed for this contract. However, the Council shall guarantee exclusivity to all kerbside and bring bank glass collected by the Council. The Service Provider must hold appropriate licences, be compliant with all current or amended legislation as is necessary to carry and handle the waste. It is a further requirement that the re-processor shall carry the necessary licenses and operate in accordance with current or amended legislation. It is anticipated the contract start date to be 3rd August 2026. The contract shall be for an initial period of 2 years, with an option to extend for a further 2 years, subject to satisfactory performance. More details can be found in the Specification document. All households are provided with a five litre caddy and free compostable bags are provided to the public. EWC 20 02 01 – biodegradable garden waste (green waste) collected through the household recycling centres. This material does not include food waste or compostable bags and will largely consist of garden and lawn cuttings, hedge trimmings and coarse branches, stumps foliage and all other equivalent plant materials. The treatment of the waste is to ensure that the Council complies with the legislative requirement of the EU Waste Framework Directive and the EU Landfill Directive, in respect of household recycling targets and reduction in municipal waste to landfill.

Paper and Card Processing Services

Kent County Council

Kent County Council (KCC), as the Waste Disposal Authority, has a statutory responsibility to arrange for the disposal of paper and card collected at kerbside by the Waste Collection Authorities, and for paper and card deposited by residents at Household Waste Recycling Centres. Existing contracts are due to expire on 30 November 2026. This procurement seeks to establish new countywide contractual arrangements commencing on 1 December 2026. Through its contracts with third party waste transfer providers, KCC will deliver material to the provider’s processing facility. The appointed provider will be responsible for the reception, handling, storage, and processing of all paper and card received under the contract, ensuring full compliance with environmental, regulatory and quality standards. KCC is currently achieving a landfill diversion rate of 99%, with all separately collected paper and card being recycled rather than disposed of. This performance is supported by an established network of transfer and processing arrangements, ensuring materials are directed to appropriate recycling facilities. Output materials must meet relevant industry standards for recycled paper and board, including EN643 for recovered paper, and must be suitable for reprocessing into new paper products. Providers must also comply with all applicable quality protocols and end of waste criteria. The provider must maintain a comprehensive reporting and audit trail for all materials processed, from receipt through to final destination, and supply accurate and timely data to KCC to support performance monitoring and statutory reporting requirements. No paper and card managed under this contract may be disposed of at landfill. All material must be recycled or otherwise recovered in accordance with the waste hierarchy and KCC’s zero to landfill objective. The estimated contract volume is approximately 30,000 tonnes per annum. This figure is indicative only and no minimum tonnage guarantee is provided. This procurement will comprise a single lot. The initial contract term will be five years, with the option to extend for up to two further years, subject to performance and mutual agreement.
