Tyre Waste Processing

Kent County Council

Kent County Council are looking to appoint an experienced Supplier to collect and process Tyre Waste across Kent’s 19 Household Waste Recycling Centre (HWRCs) sites. Fly-tipped Tyres will also need to be collected and disposed of under this contract. The types of tyres that may be disposed of under this contract include, but are not limited to: car, 4x4, bicycle, motorcycle, light goods vehicle (LGV), heavy goods vehicle (HGV), tractor and other agricultural or plant vehicle/machinery tyres. Tyres may be presented either on or off rims. Suppliers will be expected to provide collection, transportation and processing services across all designated sites throughout Kent on either a scheduled or ad hoc basis, depending on demand. Tyres must be processed through lawful and environmentally responsible methods, including shredding, granulation and repurposing, and reuse or recycling. The Council is particularly interested in solutions that maximise recycling and recovery and avoids landfill and energy from waste. The supplier's processing facility must be fully permitted, and organisations must be able to deliver the highest standards of Health and Safety and Environmental compliance to deliver a highly organised and efficient waste processing services, to use expertise and innovation to ensure best value for money for KCC. The supplier must have the capacity to process up to 125 tonnes of tyre waste per annum, although this tonnage may split across multiple contracts where appropriate. Hazardous Waste Collection & Disposal Services at Annual Household Hazardous Waste Events and Incidental Hazardous Waste Arisings

Norfolk County Council

Norfolk County Council, as a Waste Disposal Authority, is required by the Environmental Protection Act 1990, section 51, to provide reasonably accessible sites for the free disposal of household waste by its residents. The seven District, Borough and City councils in Norfolk as Waste Collection Authorities have a statutory duty to provide a collection service for household hazardous waste. In terms of hazardous waste disposal, Norfolk County Council has met this obligation by holding 'Hazardous Waste Events' on set weekends, at specific Recycling Centres (RC). Such events have been held annually since 2003. This is an opportunity for householders to deposit hazardous waste such as domestic paint and thinners, pesticides, fertilisers, fire extinguishers and household cleaning products. Visitor numbers across the network of RCs for 2025 was over 910,000. Many households therefore visit the Household Hazardous Waste Days (HHWD) to dispose of such material. There were over 12, 495 visitors to the 14 HHWD in 2025 (two events). The HHWD take place during dedicated weekends where an area of the participating RC is designated to receive household hazardous waste. Whilst the RC is normally only open 9am - 4pm, for the purposes of the HHWD, RC will have extended opening hours of 8am to 4pm. All visits to the RCs are made via a booking system. Without a valid booking, members of the public will be refused entry. These events are primarily designed for the receiving of hazardous waste, and therefore normal waste is restricted. The site Contractor will still be making bin collections and exchanges, but these are kept to a minimum. Any HGV movements at Hempton RC ONLY will require it to be closed for safety reasons. Norfolk's service standard is that these exchanges must not exceed 30 minutes. Any closures will be kept to a minimum. In addition to the hazardous waste events, the Council has a responsibility to respond to unplanned incidents where hazardous waste arises due to, for example, small or larger scale fly tipping or coastal pollution incidents, ensuring that appropriate arrangements are made for the treatment or disposal of the waste. A market engagement notice has not been issued as this is a straightforward requirement that the Council has been purchasing for a significant number of years. The procurement has not been lotted as to make this commercially attractive, to ensure consistency across the County and to ensure contract management costs are kept to a minimum, one provider is needed to cover the whole of the County. Please note on 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received - these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that "once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification". The Government has confirmed that it is minded to create three unitary Councils, subject to parliamentary approval. On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.

Flatflex Waste Composition Analysis

London Waste and Recycling Board operating as ReLondon

The Government's collection and packaging reforms represent the biggest change to the UK's waste and recycling sector for c.25 years. Simpler Recycling aims to make it easier for households and businesses to recycle, including making provisions by 31 March 2027 for all local authorities in England to collect plastic bags and wrapping (flexibles) for recycling from all households. The FlexFlats project aims to understand how local authorities can provide an efficient and effective flexibles collection service to residents who live in purpose-built flats and share bins (communal bins). The pilots will be carried out in partnership with three London local authorities with five pilot sites (blocks) in each. The local authorities are: • London borough of Bexley (twin-stream dry recycling service) • London borough of Lewisham (comingled dry recycling service) • Royal Borough of Kensington and Chelsea (commingled dry recycling service) The pilot will trial a range of methods for flexibles plastics collection in 15 blocks of flats across the three boroughs. Each block will have a minimum of 25 households and will have a residual waste and dry recycling collection service already in place. A range of in-home solutions will be piloted. Flexibles sorted in the home will then be collected externally in either the usual dry recycling bin or a separate flexibles bin in the communal bin area - it is anticipated that separate flexibles bins will be no larger than 240l. Pilots are still being finalised but are likely to include the following: In-home options External infrastructure options* 1 No home separation - resident behaves as now (control) Usual recycling bin 2 In-home separation using residents own bags Standard wheeled bin (lined) / Lid-in-lid bin (lined) / Sack holder 3 In-home separation using rolls of bags delivered by the local authority Usual recycling bin (co-mingled) / Lid-in-lid bin (lined) / Sack holder 4 In-home separation using provided storage caddy (non-compaction), with residents using own bags Standard wheeled bin (lined) / Lid-in-lid bin (lined) / Sack holder *External options are being finalised with local authorities, and depend on local factors such as available space and collection and sorting methodology. Blocks will have a weekly collection frequency of residual waste and dry recycling, as a minimum. The pilots are scheduled to go live in late September 2026, with baseline monitoring taking place prior (including WCA). Pilots will run for 3.5 months, running until mid-January 2027, with post-monitoring taking place upon project close. The following project deliverables will be undertaken by the succesful bidder: • Two phase waste composition analysis to be undertaken for waste and recycling from all properties at up to 15 pilot sites situated across 15 housing estates/blocks within three London boroughs (five within each borough), using one or more sort sites provided by the local authorities. Phase 1: Pre-pilot WCA - to be undertaken between 7th - 26th September 2026 before interventions are introduced Phase 2: Post-pilot WCA - to be undertaken late January/early February 2027 to assess impact of interventions • Sorting to meet the data classification provided; • Confirmation of all appropriate permits to sort waste and (if required) transport waste; • Provision of a risk assessment in advance of any collection and sorting; • Attendence at an inception meeting via Teams and attendance at regular contract meetings during peak delivery periods (30 minutes/fortnightly or as required) and any other communications as required leading up to and required between project phases; • Delivery of the project outputs as set out in section 5; • Presentation of the results of the project (online via teams) • Final close down meeting (1 hour duration online), anticipated to be held February / March 2027. Scope of work Sorting and categorisation requirements Separately recorded sort data will be required for each block/bin store, for each phase of the WCA. This will be comprised of up to 15 blocks in total (across three local authority areas), with approximately 500-700 properties' waste across these, per phase. Residual, dry recycling and separate flexibles (where applicable) will require sorting into the high level categories set out below. Appendix 1 shows the required sub-catagorisation of materials for each of these high level categories. The site(s) will have the required waste management licences and ability to appropriately dispose of the waste upon completion of the analysis. If there is a preference for single or multiple sort sites please indicate this in your bid. Material collection may be undertaken by the partner local authority, with material delivery to the selected sort site, or this may be a requirement of the successful bidder. ReLondon will work with partner boroughs to determine if waste can be collected and delivered to the sort site by their waste crews/contractors. Bidders should provide an itemised cost line within the tender response for the collection of the waste from blocks in case this cannot be arranged. If samples are to be collected by the successful bidder, the following information will be provided: • Pilot location addresses; • Collection day and collection time for dry recycling and residual waste and, for phase 2, the relevant collection day and time of any separate flexbles containers; • Location of the waste presentation points (via a PDF map) and the number of bins of each waste stream at each point; • Number of properties at each location; • Keys and access codes where relevant.
