Description
Caerphilly County Borough Council is seeking to establish a Framework for the provision of a Recycling and Haulage Service for Dry Mixed Recyclable (DMR) Waste Materials. The framework will secure access to suitably licensed and operational facilities capable of delivering a reliable, efficient, and high-quality service for the processing and recycling of DMR waste. A key objective of this framework is to support the Authority in meeting Welsh Government statutory recycling and landfill diversion targets, while promoting sustainable waste management practices. Currently, the projected volume is estimated to be 16,000 to 18,000 tonnes per annum, and the Framework will enable the Council to work collaboratively with contractors to optimise environmental performance, improve recovery outcomes, and ensure service resilience. This procurement process is being undertaken in accordance with the Open Procedure as set out within The Procurement Act 2023. The Authority intends to establish a Framework for a period of two (2) years with the option to extend for a further period of up to twenty-four (24) months. The Council does not bind itself to any fixed quantity of waste. However, for information purposes, and to assist Contractor(s) in establishing tender rates, the Council are currently projecting handling approximately 16,000 to 18,000 tonnes per annum for dry mixed recyclables. The total DMR recycling figure for 2024/25 was approximately 15,635 tonnes including glass. The successful Contractor(s) will be required to provide the services as set out in this Procurement Document which will include a minimum 80% recycling with 100% diversion from landfill requirement. Contractor(s) should note that the Council is aiming to strive for a minimum 80% recycling rate, with incentives to deliver higher level recovery rates. Thereby the Contractor(s) should wherever possible assist the Authority to attain the higher-level statutory targets set by Welsh Government. Bidders are required to complete the following documents which have been provided as part of the Tender Documents: • Schedule of Rates (Appendix 7) • TOMs Response Document (Appendix 11) • Health & Safety Documentation Bidder's tender submissions will be evaluated in accordance with the Award Criteria. The Framework will be awarded to Bidder(s) who is considered to have submitted the Most Advantageous Tender according to the Price and Mandatory Questions (Pass/Fail) aspects of the submitted Tender. This procurement will be evaluated as a two-stage process: Stage One - The first stage of the evaluation process will consist of the Conditions of Participation using the Welsh Procurement Specific Questionnaire (“WPSQ”). Stage Two - The second stage of the evaluation process will consist of the Award Criteria. Following confirmation that the evaluation requirements of Stage One have been met, Bidders will proceed to Stage Two of the evaluation process. This stage consists of the Project Team evaluating the Bidder’s response to the Schedule of Rates (100% weighting).
