Commissioning of External Advisors for Neighbourhood Services/Waste Consultancy

Neighbourhood Services currently have 3 contracts in place with external advisors to provide expertise and additional support to key projects. These contracts are due to expire 31st March 2027, Buckinghamshire Council is undertaking procurement for new contracts to replace the current arrangements upon expiry, to ensure the continuation of the required support. The 3 current contracts, awarded in April 2023 via the Eastern Shires Purchasing Organisation (ESPO) Framework, are for Engineering, Technical, and Financial support and they have assisted on a number of key projects including, but not limited to; • Energy from Waste (EFW) Litigation • Development of the High Heavens Waste Complex (HHWC) • New Buckingham Household Recycling Centre (HRC) • Persistent Organic Pollutant’s (POPs) Construction Project • Options appraisal for alternative fuel waste vehicles • Waste Collection Methodology Options Appraisal and Harmonisation • HRC Drainage Compliance Without the expertise and additional resources provided by working with specialist consultants, the Council would find it extremely difficult to deliver these projects to the same standard, timeframe and cost. Particular areas or expertise that the current arrangements provide include construction, site design, planning application support, ecological surveys, legislative and regulatory positions, market analysis, best practice, financial modelling, and contract documentation drafting. This procurement is being conducted using a Competitive Flexible Procedure under the Procurement Act 2023. Tenders will be evaluated on the basis of the Most Advantageous Tender (MAT) using the following award criteria: Quality – 55% Price – 40% Social Value – 5% Following completion of the initial tender evaluation, the Council may invite selected bidders achieving a minimum overall score of 75% to participate in a negotiation stage. The Council reserves the right not to undertake negotiations and to award based on the initial tenders received. Where negotiations are undertaken, bidders invited to that stage may be required to participate in clarification discussions, presentations and structured negotiations. Following completion of negotiations, bidders may be invited to submit a Best and Final Offer (BAFO). This procurement covers the provision of recycling and residual waste collection services, together with the secure destruction of confidential wastepaper, where instructed, from Shropshire Council owned and/or operated properties across the county of Shropshire. The fundamental objective of the procurement will be to secure a reliable, efficient, and compliant waste management service capable of meeting the diverse operational needs of the Council’s estate. This includes the consistent delivery of recycling services, the lawful collection and disposal of residual waste, and the secure handling and destruction of confidential wastepaper, as required. Through the delivery of this requirement the Council places a strong emphasis on adherence to the waste hierarchy, prioritising waste prevention, reuse, and recycling above treatment and disposal. Contractors are therefore expected to support the Council’s wider environmental, sustainability, and resource-efficiency objectives, and to work collaboratively with the Council to maximise recycling performance and reduce waste arisings wherever practicable. The contract resulting from this procurement will play a key role in maintaining Shropshire’s public spaces as clean, safe, and welcoming environments, supporting the Council’s long-term sustainability and environmental objectives. The Council’s expectation is that a longer-term, single supplier contract will provide greater value for money for the council in terms of financial efficiencies, but also staff resourcing, consistency of service provision. The Council envisage that this, in turn, will create the conditions for the contract’s outcomes to align with wider Council sustainability, social, and environmental objectives. Indicative scope of contract The collection programme shall comprise weekly or fortnightly scheduled collections of commercial waste from Shropshire Council owned and/or operated properties, as determined by the operational requirements of each site, (for indicative purposes currently numbering 35 operating sites). The Contractor will be required to ensure that waste streams are appropriately segregated and collected separately, including (but not limited to) the following service outputs: •Dry-Mixed Recycling: • Wastepaper and cardboard • Metals • Plastics • Glass •Residual (non-recyclable) waste •Collection and Destruction of Confidential Waste •Collection of Food Waste •Potential additional services required by the Council, such as the Collection of WEEE (Waste Electrical and Electronic Equipment) Collections will be required to be undertaken in accordance with the waste hierarchy, best practice in waste management, and all applicable UK legislation and guidance. The Council require that the Contractor will be responsible for ensuring that all services are delivered in a manner that prevents harm to human health and the environment for the full duration of the contract, including during collection, transportation, treatment, and final disposal. From time to time, additional or ad-hoc collections may be required due to increased waste arisings, operational demands, or exceptional circumstances. Collection Frequency and Service Periods The Contractor must be capable of scheduling collections over 20, 40, or 52 weeks per year, as specified by each individual property. Collection frequencies and service levels must be flexible and capable of adjustment to reflect seasonal demand, operational changes, or service reviews, subject to agreement with the Council.

Buckinghamshire Council intends to procure a contract for the provision of waste management services, including the transfer, haulage, treatment and disposal of green, food, wood and bulky waste arising from kerbside collections, Household Recycling Centres (HRCs) and street scene services across the county. The Authority is seeking to appoint a supplier or suppliers to deliver a high-quality, resilient and value for money service, aligned with statutory requirements, environmental objectives and the waste hierarchy. Procurement Structure and Lots The Authority intends to procure the services using a combination of: • a single integrated contract; and • a set of disaggregated service Lots This approach is designed to enable participation from both integrated providers and specialist operators, and to allow the Authority to assess alternative delivery models. The evaluation methodology will apply a consistent quality and price weighting across all Lots, with full details set out in the Invitation to Tender (ITT). Evaluation Approach The Authority intends to evaluate tenders on the basis of two defined delivery scenarios: • Scenario A: A single supplier delivering all services under Lot 1 • Scenario B: One or more suppliers delivering services under Lots 2, 3 and 4 collectively For the purposes of evaluation: • Lots 2, 3 and 4 will be combined into a single aggregated score representing the disaggregated delivery model as a complete solution • Lots 2, 3 and 4 will not be awarded independently and will only be considered where they collectively form a complete and deliverable service solution Scenario B will only be considered where: • all Lots (2, 3 and 4) are covered by compliant tenders • the combined solution represents a complete and deliverable service • the solution demonstrates value for money Where these conditions are not met, the Authority reserves the right not to proceed with Scenario B. Confirmed authorities include Hertfordshire City Council, Central Bedfordshire, Milton Keynes City Council and Oxfordshire County Council. The Authority is also in discussions with North Hants Council and Bedford Borough Council, with potential inclusion subject to confirmation. Third-Party Waste Opportunities The Authority may permit the acceptance and management of Third-Party Waste (TPW) within the relevant Lots, subject to applicable permits, planning requirements and operational constraints. Tenderers may be invited to submit indicative proposals relating to TPW opportunities. Any TPW information provided will be used to inform commercial discussions and negotiations and will not form part of the scored tender evaluation. Caerphilly County Borough Council is seeking to establish a Framework for the provision of a Recycling and Haulage Service for Dry Mixed Recyclable (DMR) Waste Materials. The framework will secure access to suitably licensed and operational facilities capable of delivering a reliable, efficient, and high-quality service for the processing and recycling of DMR waste. A key objective of this framework is to support the Authority in meeting Welsh Government statutory recycling and landfill diversion targets, while promoting sustainable waste management practices. Currently, the projected volume is estimated to be 16,000 to 18,000 tonnes per annum, and the Framework will enable the Council to work collaboratively with contractors to optimise environmental performance, improve recovery outcomes, and ensure service resilience. This procurement process is being undertaken in accordance with the Open Procedure as set out within The Procurement Act 2023. The Authority intends to establish a Framework for a period of two (2) years with the option to extend for a further period of up to twenty-four (24) months. The Council does not bind itself to any fixed quantity of waste. However, for information purposes, and to assist Contractor(s) in establishing tender rates, the Council are currently projecting handling approximately 16,000 to 18,000 tonnes per annum for dry mixed recyclables. The total DMR recycling figure for 2024/25 was approximately 15,635 tonnes including glass. The successful Contractor(s) will be required to provide the services as set out in this Procurement Document which will include a minimum 80% recycling with 100% diversion from landfill requirement. Contractor(s) should note that the Council is aiming to strive for a minimum 80% recycling rate, with incentives to deliver higher level recovery rates. Thereby the Contractor(s) should wherever possible assist the Authority to attain the higher-level statutory targets set by Welsh Government. Thames Water is the UK's largest water and wastewater service company. Every day we supply around 2,600 million litres of tap water to 9 million customers across London and the Thames Valley. We also remove and treat more than 4 billion litres of sewage for 16 million customers. In everything we do, we follow Thames Water's purpose and values. Our operations generate significant volumes of waste, particularly material and grit removed from customer and council wastewater. This represents the largest waste stream across our sites, and recycling is prioritised wherever possible over landfill. At Beckton Sewage Treatment Works in Barking, London-one of our largest sites-we operate an incinerator to process biowaste. This produces ash as a by-product, which is currently collected and all ash collected from the silos is recycled. In addition, our sites generate construction waste, recyclables, metals and hazardous materials, all of which require reliable collection and safe disposal to ensure continuous operations. We are seeking dependable, innovative partners to support approximately 150 sites, keeping them running efficiently while developing alternative re use solutions to minimise landfill dependency. The DPS is a two-stage process. There is no intention to limit the minimum and maximum number of service providers.
